I didn’t like drawing the pants. Also, everyone kept telling me she wouldn’t be able to slither with pants on.

Its a cartoon character trait.
But Modest isn’t a reptile, probably. She has humanoid mammalian features, so at the very least she’s a mix of something like a snake and something like a human.
